Well, it's like a pre-1959 (British Protectorate of) Brunei flag hung upside down, but that wouldn't explain the stars.
It also reminds me of unofficial US Army flags (similar color scheme https://www.united-states-flag.com/army ... nylon.html ), but I can't find that exact one.

Since Ivan is undercover as a Bulgarian trade representative, I believe he is leaving the Bulgarian consulate, but it bears no resemblance to the Bulgarian flag either.
