I didn’t notice, but it does look like he’s in the right seat! When did he ever have a car phone? Perhaps this a composite photo? I remember when my wife got me Larry Manetti’s book when it came out. I immediately noticed the cover was so clearly a composite, and pretty poorly done unfortunately. If that’s his left hand with the ring and phone, he’s not wearing a watch as he usually does.
That is interesting Pahonu and Styles Bitchley. That did not stand out to me at first glance. Good eyes! The only episode with a cell phone was season 8 "Transitions" and it was a first generation handheld in T.C.'s helicopter.
Although cell phones were invented in 1973, they were not really used until the mid 1980s, so this would have been a very early example (if it was real instead of a doctored photo). In 1982 I imagine cellphone networks were first being built up and I doubt Oahu was one of the prime targets due to its relatively low population as opposed to places like NYC, LA, Chicago, Dallas, etc. This is all speculation on my part as am by no means an expert in this.
Now it could have been a radio phone which (as the name implies) connects to the telephone network via radio waves as that is 1950s or so technology. On TV I never saw a radio phone that looked like that though. The Rockford Files has them in a several episodes, but this, along with Magnum in the passenger seat seems to suggest a doctored photo.

These annuals seem so random to me! They have word searches and other games, stories about mobsters and other minimally related things. One of those cartoons even has a woman who looks like Marilyn Monroe with longer hair.
I think the photos of TS in the plaid shirt were late 70’s publicity shots. He even has the ubiquitous gold chain!
