I can't figure out what the two goons in the Challenger were trying to do after they followed Magnum into the tunnel. From what we can see, they seem to hit the brakes and then squeal the tires as they swerve between lanes. What exactly are they trying to do? Scare him by making a lot of noise in the tunnel? If they are really trying to catch him, they're only bleeding off speed by braking, squealing and swerving.

Just a quick note on this point: As Magnum is approaching the tunnel entrance we see a traffic sign directing motorists to turn on their headlights. Thomas does. As the Ferrari enters, we see that the tunnel is long and very dark.

What happened next was that the goons entered the tunnel at speed, following Magnum, but failed to activate their lights.

The quick transition from bright tropical sunlight to dark tunnel interior caused the goon driver to lose situational awareness and panic, resulting in his briefly losing control of the Challenger.

Thus the swerving/squealing from the goons' car. It wasn't intended to have any effect on Magnum at all, because it wasn't intentional on the goon driver's part. He just made an error piloting his vehicle.
