Really interesting indeed and very well exposed. Of course, as you have already pointed out on this forum, especially concerning Pahonu Estate, in the confrontation between short term commercial interests and long term public interest, the former often weighs much more heavily in the decisions of public authorities.

But how to blame them without being angelic? The outlook that favors the status quo and short term certainties is always more 'business friendly'...

I think Waikiki need to free the accesses so that the sea water can freely flow around the waterfront. In Venice, the solution has been found for centuries (even if seriously threaten today with the Acqua Alta phenomenon). Of course, the creation of a series of islands or peninsulas, linked with open water channels, surrounded by a lagoon area like the one in Venice poses its own problems and would result in a significant expense and an unavoidable loss of land "exploitable" from a tourist point of view.

But how to do otherwise in the long term ?

If you counter nature, its power should always find a way to 'wash' you away from your claims...
